Ruling on Testimony of the One Who insults Companions of Prophet Muhammad (PBUH)
Question
What to do Islamic scholars and Muftis of Shariyah say about the below mention situation -
If a person say , about one or two companions of Prophet Muhammad (PBUH) that they are rebellious , agitator or troublesome and many other bad words , like Waheed Uz Zama 's Book 'lugat ul hadees' mentioned on Page 36 that "Syedna Ameer Muaviyah (R.A) and Syedna Amar Ibn al Aas (R.A) both are rebellious agitators and troublesomes",
It is not at all appropriate to mention their commendable qualities or their virtues but it is merely enough that that while thinking of the Status of companionship their name is free from insults or abuses .

Elaborate about such a man under the guidance of Quran and Ahadees .
Answer
Abusing or passing derogatory comments about all the Sahabah Ikram or to some of them is clearly disbelief (Kufr) . And passing derogatory comments about one or two sahaba is fisq (i.e the person is fasiq , one who violates law of Allah Subhanahu Wa Ta'ala)
Any such person will be punished severely and his witness will never be accepted untill and unless he repents .
واعلم انه قال ارباب التصانیف ان سبّ الصحابة فسق وقال بعضھم ان سب الشیخینؓ کفروا المحقق ان سبّ الشیخینؓ کلھم او اکثرھم کفروا سبّ صحابی واحد او اثنین فسق۔

وقال ایضا من شتم احدا من اصحاب النبیﷺ ابابکرؓ او عمرؓ او عثمانؓ او معاویہؓ او عمرو بن العاصؓ فان قال کانوا فی ضلال قتل وان شتمھم بغیر ھٰذا من مشاتمه الناس نکل نکالا شدیدا۔

ومما یزید ذٰلک وضوحا ما صرحوا به فی کتبھم متونا وشروحا من قولھم ولا تقبل شھادة من یظھر سبّ السلف۔۔ وفسروا السلف بالصالحین منھم کالصحابةؓ والتابعینؒ والائمة المجتھدین۔
