When is it permissible to make reconciliation with the Shi'as?

Question: 

What do religious scholars and Muftis of Shariah Matin say about the following issue: In the month of Muharram, Shi’as took out a procession from different places in the Salamatpura area and abused the Sheikhain (R.A) and their wives (R.A), especially the Sheikhains (R.A), Sayyida Aisha Siddiqah (R.A), and Sayyiduna Ameer Muawiyah (R.A). The Sunnis filed a case against them for this. The government has initially taken action. Now, because of this, they want to make an agreement (peace) with the Shia Muslims that we will not abuse the Companions (R.A) in the future, although they have made peace many times before and have insulted the Companions (R.A) again. If we do not make peace with them this time, the government will ban their mourning processions forever. In view of these circumstances, please issue a Shariah fatwa as to whether reconciliation with them is permissible or not?

Answer: It should be noted that the one who abuses the Sheikhs and similarly slanders Sayyidah Aisha Siddiqah is a disbeliever. And a treaty and peace with a disbeliever is permissible when it is beneficial for the Muslims, and if there is no benefit for the Muslims in making a treaty, then it is not permissible to make a treaty with them. And the question shows that there is benefit for the Muslims in not making a treaty, so in a responsible situation, one should not make a treaty with them, provided that the Muslims are satisfied with the benefit of not making a treaty.
