Question: Can an Islamic state permit the propagation of kufr (disbelief) and shirk (polytheism)? Can non-Muslims be allowed to propagate their false religion in an Islamic state as a gesture of goodwill or tolerance?
Answer: In Dar-ul-Islam, non-Muslims can propagate their religion within their homes or places of worship, but they cannot be allowed to hold missionary gatherings in public places. They are not even allowed to recite their religious scriptures aloud.
