Ruling on the construction of new places of worship by non-Muslims in Dar-ul-Islam
Question: Can non-Muslims build new places of worship in an Islamic state?
Answer: Non-Muslims are not permitted to construct new places of worship in Dar-ul-Islam. They can maintain their existing places of worship and repair them, but they cannot make additions to the existing structures. Similarly, if a city is conquered, they are not permitted to rebuild or re-establish any pre-existing places of worship.
